DEPUTY CLERK-TREASURER

The Deputy Clerk-Treasurer assists the Clerk-Treasurer-Administrator by exercising the statutory duties in the Municipal Act, providing administrative and advisory support in the areas of records management, licensing, legislative research, council secretariat including by-law, agenda and minute preparation, accessibility, customer service, elections, access to information, and privacy matters. The Deputy Clerk-Treasurer also provides leadership to direct reports, assess/develop/evaluate departmental human resources, assist with the administration of one collective agreement, and assign and track work activities.

The Town of Englehart is a progressive municipality in the District of Temiskaming located centrally between the larger cities of North Bay and Timmins. Englehart has a population of approximately 1480 residents.  The town has a hospital, 3 schools, a modern arena and recreation centre which hosts a banquet hall and gym.

Qualifications

Post-secondary Degree or Diploma in Business, Public Admin. or related field

Minimum of three (3) years previous related experience

Experience supervising employees, preferably in a unionized environment

Superior communication skills, excellent analytical, organizational, and problem-solving skills

Thorough knowledge of the Municipal Act, Municipal Freedom of Information and

Protection of Privacy Act, Municipal Elections Act, Accessibility for Ontarians with

Disabilities Act, etc. Strong knowledge of Microsoft Office (Word, Excel, Outlook) and records management software applications.

 

The position is compensated within the range of $48,000 – $64,000 annually based on a 35

hour work week. Deadline for submissions is March 9, 2018 at 4:00 p.m.

Position Description

Position Title:  Deputy Clerk-Treasurer

Department:  General Government / Planning and Development

General Supervisor:  Clerk-Treasurer-Administrator

 

Position Summary:

Under the general direction of the Clerk-Treasurer-Administrator, assists with the developing, recommending and administering of policies and procedures within the municipal office.  The Deputy Clerk-Treasurer provides administrative, legal and advisory support to the Clerk-Treasurer-Administrator, Council and municipal committees and boards.

 

Major Tasks:

  1. Assists with the preparation of agendas and resolutions for Council, Standing, Ad Hoc and Special Committee meetings and assists with the preparation of agenda attachments such as reports, correspondence and other materials.
  1. Exercises all the powers and duties of the Clerk as described by the Statutes of Ontario and regulations there under.
  1. Assists with the preparation and distribution of Minutes, Resolutions, Directives and correspondence following Council, Standing, Ad Hoc and Special Committee meetings.
  1. Formulates resolutions during Council, Standing, Ad Hoc and Special Committee meetings.
  1. Assists with the preparation of municipal by-laws and prepares resolutions for the passage of by-laws through Council.
  1. Acts as a specialist on rules of procedure in the course of Council, Standing, Ad Hoc and Special Committee deliberations.  Advises the Mayor and members of Council of Statutory obligations.
  1. Interprets Municipal By-Laws and related procedures and practices for other Municipal Officials, both elected and appointed.
  1. Acts as Commissioner for taking affidavits, as Deputy Division Registrar and Lottery Licensing Officer.
  1. Assists with the preparation of all matters necessary for the holding of Municipal elections and plebiscites.  Plans and implements election policies.
  1. Assists with the maintenance, amending and certification, of Assessment and Special Assessment Rolls in accordance with statutory requirements.
  1. Assists with the preparation of the municipal tax rates, tax bills, supplementary tax bills, and tax write offs.
  1. Assists with the preparation of the quarterly water, sewer and garbage bills.
  1. Acts as Community Emergency Management Co-ordinator for the Town of Englehart and assists with the implementation of the Joint Community Emergency Plan.
  1. Assists with ensuring the provision of secretarial services for all meetings of Council and Standing, Ad Hoc and Special Committees, Planning and Development Committee, General Government Committee, Community Learning Centre Committee, and any other committees appointed by Council.  Includes but is not limited to handling correspondence, obtaining and providing information and advice and summoning meetings.
  1. In the absence of the Clerk-Treasurer-Administrator signs By-Laws, Contracts, Deeds, Transfers, Leases and other legal documents.
  1. Acts as a resource for Council, Municipal Departments, related Boards and Commissions and various agencies, groups and individuals within the community.
  1. Assists with the preparation of operating and capital budgets for various municipal departments.
  1. Assists with the ongoing development and maintenance of the Municipal web site and responds to e-mail inquiries.
  1.  Human Resources Manager for the municipality.  Responsible for preparation of bi-weekly payroll; recording employee holidays, banked time, and sick days; preparation of T-4s and other year end processes; monthly payroll remittances; and preparation of records of employment. 
  1. Responsible for the administration of the employee benefits plan and the OMERS pension plan.
  1. Participates in the selection and hiring of employees and appraises the performance and conduct of employees for various positions.
  1. Acts as treasurer for the Englehart and Area Historical Museum, which includes the preparation of monthly financial statements for the Board and preparation of the annual budget.
  1. Acts as a resource for local entrepreneurs and provides business counselling services to potential entrepreneurs.  Coordinates economic development projects within the municipality.
  1. Assist with the preparation of funding applications for provincial and federal programs.
  1. Manages the cashier responsibilities such as accounts payable, accounts receivable, bank deposits, month end procedures, and reconciliation of the monthly bank statement.
  1. Responsible for maintaining the community events on the local cable channel.
  1. Acts as planning officer for the municipality, which includes responsibility for maintaining the zoning by-law.

 

Qualifications:  A degree or diploma in Municipal or Public Administration together with experience working in a municipal environment, AMCT designation, and experience in a computerized environment.
